Adding to a barrage of proposals introduced aimed at reshaping higher education, the Iowa House has passed several measures to give lawmakers more power over the state’s three public campuses — all with companion bills in the Senate — including one creating an opt-in, tuition-guarantee plan allowing resident undergrads to lock in tuition rates for up to four consecutive years by paying an up-front fee.
